21 Year Old Expunged Arrest - Report on N400?

I have been living in the U.S. since 1990 with a green card and have decided to apply for citizenship. Should I report a 21 year old arrest in Louisiana, for selling alcohol to a minor while working as a convenient store clerk? This charge was expunged and the court record states that this record is to be destroyed and not used for investigative purposes but is to remained sealed in Louisiana for interoffice use. I am in Texas now.

Should just the court document suffice?

All I have from the arrest is the original court document stating expungement.... I dont have the arrest report... From what I gather, I couldnt get the arrest report even if I wanted to because it has been expunged.... So will the INS accept only the Court doc?
 
I went through naturalzation interview in april and my IO requested the documentation for an expunged case. I had to write to court and got the documentation in 5 days. submitted to IO and got approved.

You must disclose all records even if the record has been expunged. please read instructions for N-400 application. It will come up during background check and you will be denied if you do not disclose it to USCIS even if it is a minor case.

I have the original court proceeding and judges expungement order but I do not have the arrest record.. Did your documentation include the arrest record?

I did not have to submit police report if thats what you are asking. I submitted, charges, sentence imposed, probation termination doc and expugement letter.
Submit what you have and if IO wants more paper then he/she will ask during the interview and you will have 30days to submit information.
