I would say not file until I-140 is approved. So that applying another I-140 should not become proof of changing the intent.

** I know a recent case: person was working with A his I-140, I-485 was filed he left A. I-140 through A was approved.I-485 was pending with NSC
he joined B on H1 then filed LC through B that got cleared then filed I-140 and I-485 through B with VSC, I-140 approved 4 months back. his I-485 based on A I-140 was trasfred to local office and he provided B job letter at the time of interview and case got approved. later VSC denied second pending I-485 and they wrote the reason that this case has been already approved( they may have checked with A#) as "tammy2" wrote nothing about Intent was asked at the time of interview becase he provided B job offer letter and officer might have approved under AC21
