2 FP Notice Help!

My father received second FP notice and i am not sure that FBI is going to reject this time or not.

If they rejects second time Do i have to get police clearance from all counties he lived in last five years ? ( he lived in Suffolk County NY, Hudson County NJ, Philadelphia)

How to get Police clearance certificate/ Good conduct certificate ? Do i have to get both police clearance certificate (county and state) ?

Does USCIS accept Good Conduct certificate ? what is the difference between Police clearance certificate and Good conduct certificate ?

if they reject the FP a second time for poor quality, then he will have to provide a police clearance document from all the areas he lived in during the statutory period. In order to get a police clearance document, contact the local police.
As for certificate of good conduct, USCIS requires background check from local police when FPs are rejected.
