My sister recently got F1 visa. Her university is in Kentucky. But she is planning to come to Charlotte first and then go back to Kentucky. Her port of entry will be Detroit. I dont know if the rules changed after Sep 11th. I heard that she must directly go to the city where the university is located from the POE. Is this true?
