Theory 1: BCIS considers 485 ND when filed concurrently with 140.

Theory 2: RFE speeds things up.

Theory 3: RFE slows things down (old theory).

Theory 4: Processing time is bull shit, It takes 360 days and more approx to process 140 anyway.

Theory 5: EB3 is faster.

Theory 6: BCIS has one big massive round churning container. They fold and put all the reciepts in there and have a weekly draw of 140's to approve.

So far, all the evidence points to the fact that theory 6 is most reliable. After all evidence is the basis of all scientific theories
