The questions is, if i have an approved I-140 from Company A and I switch over to Company B, then would i be able to file my 485 based on 140 related to Company A when my PD for Labor (company A) becomes current.

Your company B will need to go over the PERM process once again but you can port your Company A I140 PD to Company B.
 
Not so easy. At that time (when PD becomes current), if company A is willing to hire you back or is willing to give you a job offer letter, then you can file your 485. The intent to hire you should be there. Once your 485 gets approved, you need to join A (or you can use AC21 after 180 days).

As mentioned by Belacut, you can port the PD to new LC that B files (under some conditions).
