11 year old niece refused visa

Hello, I promised my niece that I would reward her with the best summer she's ever had for her good grades, but my plans just fell short because she was denied a non-immigrant visa. I'm baffled: what in the world could an 11 year old child present as evidence that she has ties to home country??? Is there anything I, as a US citizen, can do to present such evidence? According to the FAQ on the embassy's site, there's pretty much nothing I can do, even if I write a letter to my House representative. Then how my niece, or her parents, could help the situation? Any helpful tips would be greatly appreciated. Thank you.

It depends on what reason was given for denial ... I know sometimes it might be generic.
 
Unfortunately, numerous people have brought young relatives, facilitated their overstay, and placed them in school. While this is not your plan, blame the others who have made obtaining visas more difficult for you and her.

Do her parents already have visas? Are they planning to travel with her for part of the trip? I think a visa would more likely be granted if she were traveling as part of a family group. If her parents can demonstrate that they have appropriate ties and there is a strong parent-child relationship, it likely affects the VO's perception given her young age. Similarly, if the parents would not qualify, she would be unlikely to receive a visa

Her individual ties are any kind of school or social obligations.

An suggestion for future years would be to place her in an educational or social (camp) program for part of the summer and have your visit be incorporated with the formal program. There are many programs either specifically for international students or which welcome international participants.
 
Hi Concerned4Us, thank you very much for informative suggestions. I guess I need to start looking for programs in the US designed to host international children. Her parents (my sister and her husband) do not have visas, and from what I've read in the forum, the chances that they will get them are very low. If you know of some good children programs, please let me know. Thank you.
 
I am afraid not. What passport does your niece hold? She is probably paying the price for immigration violations committed by her fellow citizens.

Yeah, that wouldn't surprise me. She's holding a Ukrainian passport. Her grandmother (my mother) does have a non-immigrant visa, but seems like that doesn't help my niece who would travel with her.
