my sister a uscs filed a form i130 ten years ago and it has been approved under section 245i i am about to file my i485 but funds is low so i was wondering if anyone have ever waiver the 1000 dollars fine for the supplement a form.

The $1000 for 245(i) is a penalty for being illegally present in the US; it's not an application fee. If you are using 245(i) to qualify for a green card, I'm not aware of any waiver for it.
