you still need a transit visa
Having a AP letter does not qualify as an exemption, you still need a transit visa. You can use the letter to gain the transit visa.

my brother just entered the country as an immigrant. One of his children was in the 8 th grade (CBSE) in Dubai. His date of birth is December 8, 1992. Would he be admitted to the 8 th grade here in the US or will they have an issue?
