Arkansas NIW letter How difficult/easy is it to get an NIW letter in state of Arkansas. I am looking to work in that state.

I wanted to clarify my question. 1- Is it imperative to have IGA letter to apply for NIW. Or can one file NIW without the letter. (say one is in a state that does not give letter for NIW 2- What are the states that do not give NIW letter and/or states that give NIW letter with difficulty?
