I was able to successful transfer my H1B from Company A to Company B in August 2004 without payslips from Company A. I was employed by Company A for approx 4 weeks but on the bench and hence received no pay. All Company B lawyers required was letter...
I was in similiar situation, all that was required was an employment verification letter from current employer stating that I was their employee, start date and pay rate. Transfer was approved in 5 days without any pay slips.
BTW, my second H1b was approved 8 months after the date I left the US with a start date 13 months after the exit date. So I spent 13 months out of the US, but the visa application was filed and approved before the year was up. Just my experience.
Best bet is to starting looking for reputable company that will transfer your H1b. Such companies provide decemt lawyers who know how to complete transfer successfully.

Ask your current company for an employment verification letter stating that you are permanent employee, start date and pay etc. Say that you need this for buying/leasing car, renting an apartment, changing drivers license to new state, rather than mentioning...
