That's not true. My case : EB2, Non-concurrent. RD : Aug 27th, 2004 ND : Sept 3rd 2004. I got my finger print notice within 3 weeks.

I just filed for my I-485. My ND is 09/03/2004. I checked my status on the USCIS/BCIS website yesterday and they have dispatched my fingerprint notice on 09/23/2004. So, that's less than 3 weeks. I live in Northern California, so the theory of getting late FP notices in densely populated...

My application was filed on Aug 27th as well. I received my receipt from the attorney yesterday (Sept 23rd). I checked the USCIS website and they have updated it yesterday and have apparently mailed me my finger print notice as well.
