Once your I-140 is approved you can still stay legally in us and transfer your H1 to a new employer where you need to have to a new LC and I-140 filled from your new employer but you carry your old PD.

Correct....as IA approved cases till around 15th April, 2004...and dBEC has already approved almost all cases PD till 4/15/2004, there are not much DOL cases left at dBEC for state IA.

Today I opened my mailbox at 7:00PM and guess what a A4 size envelop from dBEC waiting for me. At last I got my LC approval after long long time.....

Your case is a DOL case as it moved to Chicago.
Did your lawyer get and replied 45 day letter?
If so, you should get your approval this week :D (I think ..it is in the usps mail).
