I had a similar experience (pre travisa) for my wife's case. We moved from ATL to Portland. I had sent a cover letter with the new address to Houston and they send it to my new address at the time of stamping.
Even if you qualify for EB2 from an education aspect (master's degree), the job position should require a master degree for applying EB2. (i.e.) even if one has a Ph.D degree, if the job requires a high school diploma, then you cannot apply for EB1 or EB2
All visas except OCI require registration. I think the only exception is minors are not required to register, but there had been some inconsistent requirement on this.

One thing that may happen in future is if India gives dual citizenship. May not happen in next 10 years. But then you can get best of both worlds. With so much corruption in India, I guess it may be easy for OCI's to lobby the Government to give dual citizenship.

So it looks like they are for the most part sequentially attending the application. I think it will take another few months or faster.
Tricky question. I think Indian officers should not care about other countries allowing dual citizenship.
Other suggestions is to use the OCI Misc services to transfer OCI sticker to US passport (but may not be possible in 3 weeks).
Currently it is taking around 100-110 days for SC in Houston. Usually they give you a call to your phone number if something is wrong closer to 100 days asking you to send the missing docs directly addressed to the person who called.
Now there will another mad rush for people converting from PIO to OCI. Already the SC rule has dragged the OCI processing times in Houston consulate to 8 months. Hopefully they will honor the PIO until its expiry, otherwise I need a refund or a gratis OCI conversion.
Also what about children...
The following incident is even more stranger. My collegue got US passport in 2001-2002. He has a Indian PP valid until 2008. He applied and got an India Tourist visa on his US passport in 2002. He has never traveled on his Indian PP after getting US citizenship.
Now fast forward to 2010...
