LC application has nothing to do with the current status. Your friends needs other valid status to legally stayed in the US.
If he was working before, he is likely to be on H1B, which does not allow benching. In that case, the best he can do is to find a new job...
I have one fulltime H1B with Company A, and got an offer from Company B for part time work of 10 hr per week. Company B is filing for a second H1B for me for this part time job.
My question is, the lawyer for Company B claims that I can start working for Company B as soon as the second H1B...

I did not see the DOL reply either. My company's lawyer did not give that to me (or maybe we did not get one). I look up my case number directly in AVM using my employer's phone number.

If your PD is Nov., 2002, then you probably just got the transmittal notice from EDD. It could take a while (maybe a month?) for you to get reply from DOL or for your case to show up on AVM.
