Hi adevaram, I also got the same queries from chennai consulate when my wife applied for H4. How did you know it was under 221(g). First time they had a query and checked the last page of passport it was written as I think dbg.

Hi Shefali, If you have one month OPT, and valid papers, I do not find any issues for getting stamped in Vancouver. I also did first time H1 stamping. I checked this portal and discussed with others, took the needed documents and it went fine.
