after she get her immigration visa and lands in USA, the INS officer in the airport will stamp I-551 in her passport. It is as good as the actually green card. She can apply for a SSN with I-551. After that, she can start work. She dose not need work permit because I-551 stamp or green card...

1. After Dec. 1, if the H1b extention has not been approved, she is still in adjustee status. It is a legal status pending I-485 approval
2. She need to have a valid H1b or EAD to work legally. However, if she use EAD to work, she loses H1b status.

I do not know NYC INS. But I think they will not inform you when they have cashed your check. I-485 through DV is supposed to process faster than other categories because of the time limit. I did my in Sacramento INS and it took around 6 months to get approval.
