suggestions you can call NVC and check. even if you dont give a case number (ie enter all zeros) you will get to an operator sometime. ask them, they are usually reasonably friendly. waiting for PCC can delay P3 app by 45 days atleast. technically you dont need a lawyer from the P3 stage...

in chennai you dont need I had the exact same q a few weeks back, and I emailed chennai, got a reply telling me that it's not a requirement. hth
