My understanding is that an H2B visa holder's SSN card would be restricted, and on the card written the words:
"Valid for work only with DHS authorization". Is this correct and if so would every visa holder's SSN card also be restricted?

Yes, your status can change at anytime between now and June 30, 2014. Plus they will almost certainly do a second draw in October this year in lieu of the non-responsive selectees from this first draw in May. Last year they drew an additional 10,000 selectees on October 22.
Hardly any 2014 selectees so far?
This is very strange...it's seems very possible that this first draw today may have been far less than 100,000 selectees based on reports of only two people having been selected thus far.
