    You can always request the local office to expedite your case and schedule an interview. It doesn't hurt to try. I also know a few people who scheduled an appointment and requested to be put on the shortlist in the Anaheim office and they got their interview faster. YMMV.

    @dprieto009 Texas processing time is 21.5 Months to 28 Months. So, if your filing date is not before August 16, 2019, USCIS will not consider it out of the normal range, unfortunately. So, you can file an expedited request in the next 3 months or so.

    File a FOIA and see what is going on. Since it's that long, either you have some valid status or your case is put on hold for some reason which will be listed in FOIA.

    You never know and once a clock is stopped, its very hard to get it started, and usually, even if by mistake, USCIS doesn't backdate the clock. So, might as well check with USCIS office on the status of the clock. And if you haven't, it's good to file a FOIA.

    My take on that is, if you are on a valid status on the day of the interview and if the clock stops, that most likely means, you will get NOID soon and a final denial afterwards if you are not able to cover issues in NOID.     No, the clock doesn't stop until EOIR or BIA(after EOIR) denies your case. It should be running from the day USCIS received your application until final denial by BIA.
