I checked last years bulletin and that means my number would current sometime in July... so I basically have to wait a year... now I heard the cut off is Sept. 30,
would I be able to complete an AOS in that time before the deadline?
when can I expect to interview?

It depends on where you are coming from... Doctors will scrutinize patients from endemic areas where TB is more prevalent (ex. Africa)... If you are in Europe for instance a negative PPD may be sufficient.

I am a physician by profession... the gold standard for TB screening is a chest X-ray and a PPD skin test.
I wouldn't worry too much about X-ray over exposure...

You should send the DSP-122 (+/- DS-230 parts I & 2 if you are not in the US), 2 photo ID's and the barcode from the selectee letter to the Kentucky Consular Center ASAP!

I hust recently won the DV 2012 lottery, I will be marrying my fiance who happens to be a US citizen (this is a genuine union, not those scam marriages I keep hearing about)
I was told I could apply for an unconditional GC through the DV process, get married and after 3 years of marriage...
I see no harm in calling them, if you don't mind the long waiting times.... I just fedexed my package and required a signature so I can track it online and know for sure when the Kentucky folks physically receive the package...
So basically, If i get a green card through the DV but at the same time marry a US citizen (and remain married to her).... in 3 years I can apply for citizenship? regardless of the green card type?
This is by no means a scam marriage at all... I am very offended by anyone thinking that it is. We are getting married and I am not worried at all about getting divorced.
