Confusion Solved. Looked at the Govt. Of India list again. April 14 is a Restricted Holiday because of Vaisakhi / Vishu/ Mesadi. If these 3 events are not strong enough excuse to declare a holiday, Ambedkar Jayanti is the backup excuse. So, 11 and 14 April are both holidays.
