I was on an F1 visa when i won the DV lottery (DV2009), and didn't have any problems getting my green card.
I chose to do CP though... but every case is unique...

The immigrant visa on her passport says it becomes a temporary I-551 for 1-year upon endorsement at the POE, so it's valid till early December 2009.
Do you think it will be ok to e-file a few weeks to the time she will be arriving or just do it right away...
My wife entered the U.S in early dec. 2008 on an immigrant visa and currently has a temporary 1-551 (a stamped Immigrant Visa).
She got her SSC done in december but didn't receive her plastic GC before she left the U.S in the beginning of January (She has a temporary GC in her passport)...

I concur with Aywire.
My wife entered the U.S on the 9th of december and applied for her SSN the very next day. You might want to make sure that you are going to the right office (the SSA).

Unfortunately, I didn't pay any attention to what window we were called to.
I also don't think that a consular officer being black or white has anything to do with applicants getting a visa.

Is it possible to travel on a temporary I-551 if you haven't gotten the actual card yet? (The temporary I-551 in your passport).

The package with your second NL doesn't have the DS 230 nor the DS 122 included (where in the world did you hear that???).
It has your Appointment letter, medical forms, Police report request document and further instructions.
