My parents just got here three weeks ago, but did not receive their greencards yet. I think it should arrive it by now, but don't know current time frame. Can anybody advise me on it. Is there any form which they need to fill, just need to know as now a days rules are changing day to day. Thanks

I believe it will take around 3-4 months to get letter to pay fee for I 864. Have you received any receipt? If yes, it should be 3 month and if not, expect around 4 months.
