Not sure if they allow in person stamping.I know DC does not.You have to mail in you passports to them to get it stamp.If you have not send in Indian passport to cancell you will need to send that in as well.Once you status shows received.You can go ahead and mail in your passports,online status...

Not sure if you are truing to noterirse copies or actual PIO.They will def not do the PIO.They should do copies as they copy of the original is makred on them.I did it thru my bank locally here.

VP4.I would also save money on 10 yr visa and apply for OCI.This is good for life and best deal for Indian so far.Just my 2 cents.It takes hardly 2 months to get it.If you need to travel you can apply for mulitple 1 yr visa in the interim period.
