I have doubt that you can apply for COS with out leaving US in Feb or March. Once I asked similar question and got replies like - I can not apply for COS without leaving US unless I apply H1B with COS. Verify with lawyer or Gotpr or Greatguru can explain better. Thanks

I am not an expert. I am in L1 and few consultant offered me H1 without COS, they told that if I apply with COS and can not join new company on the new I-94 specified date I would be in trouble.
