Recently I travelled from India to US through Brussels(Belgium) on AP and they don't need a transit visa.I presume you don't need transit visa if you are travelling via Frankfurt anyways check with German Consulate.

Mine is Nov 29 2006 (RD) and yet to be approved nad no LUD change (EB3). It seems they do not have FIFO policy, cases are approved at random.
