The math says they won't get to that number. But there could be a surprise. If the surprise comes and make you current in the final month, there would not be time to submit your DS260 and get an interview. So - you should make your decision, understanding that it is a risk.
As for reasons to...
They would not have scheduled without a completed DS260 (I'm 100% sure), so it just means they processed it super fast (less than 2 weeks). That is quick!
That number has some chance and some risk. BUT if you don't submit your DS260 early enough then you would have zero chance. So you are going to have to submit your DS260 before you know whether you will get current or not. Seeing that is the case, you may as well submit now.
Xarth is correct of course, but to add to his point the other thing is that all the Uzvebistan selectees are concentrated in case numbers below 17k. So EU is at 16K out of 40k, Uzb is at 7.75 out of 16.5.
So Uzb is actually further ahead in it's cases than EU as a whole.

We don't have to guess derivative rates, we have data.
The derivative rate for Fiji is about 2.2 - meaning an average of 1.2 derivates for each case. Aus and Sydney are less, but the derivative rate can't account for the difference.
