One is to run your finger print against database, the other is run the name, even at your home country. So if you have a very commone name, you may have a hit which can cause some delay. The fingerprint is of ciurse unique. It is somewhat obvious, but I have no idea why they can't be done...

There is a possibility that the FP clock starts whenever USCIS receive it. It is unclear why they they touch those cases near expiration (from FP date), and RFE before asking for second FP.
The question is how strict they follow the 15 month expiration rule?
I indeed heard people was asked for FP after approval. Just once. I doubt it would be a common practice.
It took normal shipping time plus a couple days max for them to "receive" it. Don't worry about online message. If you don't need second FP, you could see approval in days or weeks, depending on your luck.
