For me, it is different H1, I applied initially with Employer A and joined with Employer B during this period, Consulate asked me to submit the new H1B. But I don't think it will make a difference, because Raj got the visa with the same employer.

check this forum and chennai_consulate yahoo groups. you can find several H4 refusal cases ( please note it is not rejected ) from chennai consulate. you cannot do much, we need to wait till they get back.
