Yes both are same. Its easy to find on the Montery, look for "CIS" board on the side of the road. If you are coming from First st., its on the right side. "CIS" board is a 4 feet high board from the ground. And I think thats the only office with a "Palm Tree".

Another suggestion. We may need to find out the way of generating progress report. What I mean is the generation of the diffs between previous and current reports. So that we can identify the progress in processing applications during that time. This may be useful.

Yes, you can. My labor was certified in NC and my lawyer filed I-140/I-485 in CSC because I live in California, and my I-485 is recently approved. Go ahead and file with CSC, not a problem.
