german degree will suffice. You will need to get equivalency done of course. 'Engineer' is the most likely category you will be going with on your TN application
my TN was also done by a law firm. They took 2-3 ish weeks to generate the documents. The only thing that took them some time was the education documents evaluation. 4-weeks seems long...you should ping them and ask whats taking them so long
The key is to be in-status at all times in the US. CBP wont have any issue with granting you a second TN while the first one is still active (assuming you are eligible of course). Once you quit the first job, you can surrender your first TN I-94.
Just ensure you have a solid application package...

Since this is the renewal of the TN, I am thinking/assuming your profile is solid such that a TN can be granted to you. Given this, you are likely ok to go back to the border close to your current TN's expiration and get a new one.

Is it that you dont have a degree OR that you dont have a degree relevant to the job for which you have an offer OR that you have done your coursework but are waiting for the degree to be granted by the university?

if you have the package ready, I'd say go and get it from the border while the actual EO is suspended for now. Also, personally i dont see any issue wrt acceptance of TN (assuming solid package) on account of you being a dual national of one of the 7 countries
worry not ... its possible that when the CBP officer asked them the purpose of their trip, the nature of the responses resulted in the officer concluding that they are requesting B2 status. Simply go to the nearest CBP office and request them to correct the record...
this link is from FTA and predates NAFTA (1994). If/when US/Canada converge on a new bilateral trade agreement, I am sure they will publish new guidelines to grant work authorizations
TBH, I wouldnt worry about this too much (at least not just yet). For a country to pull out of NAFTA, a 6-month notice is needed. I have a strong hunch that US will likely end up with a bilateral treaty .. something similar to...
I went back to my TN letter from a couple of years ago and noticed this: "We anticipate a need for Mr. XYZ's services for a 3-year period starting Jan-abc-2015 until Jan-def-2018". I went for my TN about a week ahead of the actual start date and they gave me a 3-yr TN based on the TN-letter...
There has to be a 6 month notice to withdraw so at least that much time should be there. While no one knows what will happen, I'd think (read hope) he'll strike a bilateral deal with Canada....
