It can't be a coincidence that all three above certifications had their status' changed to 'RIR in Process' on May 21. All others with the same date should be close also.
Priority dates became current for a lot of folks with the June visa bulletin. Some folks are speculating these dates might retrogress back again in July which is why he's probably wanting to apply before then.

I would have thought your visa should have been for 3 years also. It usually goes by the date on the I-797. Did you not check and ask them this when collecting your passport? It's just a big hassle having to going for visa stamping again next year.
