Stop playing devil's advocate here. You are keen to find out if your parents' visas are cancelled or not. Earlier I gave you a solution. Ask them to attempt to use it.
No one can guess what the consulate will *think* if you email them. The best you will get is mere speculation.

If I was to guess, most likely your wife's and kids' visas are cancelled. I seriously doubt your parents' visas are cancelled. Having said that , there is always a possibility. The only way to find out for them is to attempt to use their visas.

I am guessing that IRS *thinks* you are either a US citizen or a PR holder. Have you clarified this to them that you are neither? I am assuming that these taxes are for salary after you had left the US?
It is very much possible they can be denied entry at a US POE and returned on the first flight back. It is also very much possible that they will be granted entry as visitors with no issues.
At flight check-in they can request the agent to take their I-94s. Upon re-entering the US at a Canadian airport US pre-clearance facility, they will be given new I-94s if they are granted re-entry.
It is very much possible you have been barred for life. Read up on INA 212(a)(6)(C)(i). Looking at what you did, you had it coming. I am sorry to say but I cannot sympathise with you.
