Ok. ENTERING the DVLottery is not an immigrant intent. It is false that you "appear on a screen at the airport" if you ENTERED. If you win AND send the DS260, then you proof immigrant intent, and even then, you don't necessarily have problems for that.

Ok. They should send you a message about receiving your DS260. Then, when your interview date is approaching, they will send you another one requesting for the documents, if I'm correct.
I would wait a little bit to ask for the police certificate. Can you ask for one and 2 or 3 months later ask for a new one? that way you can "refresh" it and have one recent for the interview.
