The ones that puzzle me more are those that apply (and get selected), with no real intention on following through. They tie up CN spots that could otherwise have (potentially) be given to someone that really wants to make the move. Still, there's no helping different human natures I guess.

The DV Scheme is written in legislation. This would be a somewhat lengthy process to get rid of. The talk of getting rid of immigration refers more to illegal immigrants, as opposed to legal routes.

All this, of course, is assuming that your intended actually qualifies for DV entry (education or work experience). Otherwise, the point is moot.
