Well in my brothers case both parents were foreign, and although only one was a diplomat, both were on diplomatic visas, since the mother was also from the foreign country and travelling as the spouse.

Oh, thanks for that info. However does CVS also provide a digital image for the photo? Which is I think how they request it now..Or did you scan it yourself? Is it the same as a passport photo?

Where can I take DVL photo? Is it the same as a passport photo taken at Walgreens CVS etc?
