My intent was to see if there was any reason to think the huge percentage of OC applicants would behave differently to other selectees thereby affecting the math for case to issuance numbers. From what you say, it seems I should not expect that.
The passport requirement was only in force for a couple of entry periods, so we can see it didn't cause a reduction when it was introduced, and therefor shouldn't be the reason when it was blocked.

This makes no sense at all, and will CERTAINLY lead to cutoffs before high case numbers are reached. We don't know for sure what the "highest" case...
You're asking some questions for which we don't have answers. I don't understand why they are having a hard time sticking to the cap and making things more transparent. I have a FOIA request in on this exact topic - but by the time I know more DV2023 will be over.

Yes I have seen it before. They can stand by the issuance if that happens. But really you guys need to move heaven and earth to get interviewed as soon as possible - things are gonna get messy in September.
