Since your parents have not violated any visitor visa law, they are likely to get 10 year multi visa this time provided they establish their ties in their home country. If they can self sponcer thier visitor visa, it will be good.

No harm in trying with deffered inspection office at the airport and explaining the situation by showing both I 94 as suggested by me. But, as suggested by Triple Citizen, please do not extend her stay, if her I 94 is not re validated.

You may take your mother to deferred inspection office at the airport and explain the situation. I read in an another forum of the similar incident and the lady was also given the same duration of her husband. Good Luck.

You have stated that she came on 3 occasions during her 10 year visa period. In those 3 occasions, if she had returned to her home country before her I 94 dates, without any extensions, then, she stands a good chance of getting her visitor visa.

If you would have stayed for more than 6 months with a residence proof in Mumbai, then you can attend Mumbai consulate; Otherwise, you have to attend Chennai consulate only. Even if you attend Mumbai consulate, they will refer back to Chennai which is a waste of time and money.
