Did you check the BEC website what does it say? My case is very close to yours and mine is showing approved for last 2 months. Did you try contacting your attorney, whats he saying?

You can file I-140 anytime after your labor is approved. Visa number is not available means you cannot file 485 and cannot take advantage of EAD/AP/AC 21 and all that. You have to wait till the visa deta crosses your PD.

I checked my status yesterday and it shows "Certified", No letter from PBEC yet. But I think I still have to wait few months since my PD is sept 2003.

I don't think PBEC has started sending recruitment instructions for non-RIR cases. I am not sure how they are going to finish everything by Sept 2007, looks like, once again they lied right in front of everyone's face.
