It usually takes about 3 months after the date on your receipt. you can check approximate processing dates at https://egov.immigration.gov/cris/jsps/Processtimes.jsp?SeviceCenter=Vermont
but its usually a week or two faster than those mentioned on the site.
I believe you can start and continue studying on H4. You may have her change her status later, but while change of status is processing, i believe she can continue studying on H4. you may later wish to change to F-1 to take advantage of OPT
i would suggest speaking to a lawyer.

- try get onto a masters/phd or any higher degree program, apply for full time CPT and then try converting your f-1 to an h-1.
