You could call the USCIS toll-free number. If they can't find your package, you could re-submit the entire thing. Also, when did you send in the package as sometimes it takes a while for you to receive the receipt notices.

I don't think USCIS does refunds for already received and potentially in-process applications. But you could try calling them.
