talked with my attorney, I was told it is ok if RIR and PERM are from different location(state). But some other attorney says no. I want to have both but I am also confused.

My RIR is pending in CA(now in Dallas Backlog center), can I apply for a fresh LC in VA (my company has another site in VA) according to PERM regulations under EB2 without withdrawing my earlier RIR. I would like to have both RIR/PERM in parallel(but they are in diff state). Is this allowed?
