NO. If he has filed a 485 for himself, he can get a EAD and work on that. He cannot extend his H1, unless he has a labor pending in his name for more then 365 days prior to the last day his H1 expires.
I would say that you should call the customer service and try to talk to the CSC officer. As many people (including myself) have done, it is quite easy. Since your case is a complicated one, you have the right to know the time from here (also they have not told you the new timeline from here)...

In that case my guess would be that they are shelving your file for the period that the PD becomes current. But your guess is as good as mine. I am not sure why LUDs will change on an approved 140. It will change on an approved 485 for card related activities, but changes to 140 after approval...
I dont think it matters. My case is approved, my wifes not. Her visa history is pretty simple - H1B all throughout and she does not have any 140 pending for her own. I know that her name check was not completed. So I guess they just approved my case and left her out.
I was told by the VSC rep that my case was approved, and two days later the status did change to approved. I think they know what they are saying and they should be giving you correct information.

I am extremely sad to hear this. Dont loose hope and tell us what the labor says and what are your education details. You can still appeal the denial for 140 if you think that the denial is unjust. But you need to act fast as you have only 33 days from the denial date to submit your appeal...
