The derivative rate for Fiji is about 2.2 - meaning an average of 1.2 derivates for each case. Aus and Sydney are less, but the derivative rate can't account for the difference.

In DV2023 the process was announced as ending on the 6th, and embassies started turning people away on the 7th. However, that was announced and cabled to all the embassies. The 23rd is what lawyers for the government have said could happen, but that is not an official notification.

When you say "AP status", do you mean CEAC says "refused" with a long description (221g, but commonly known as AP ), or do you mean CEAC shows "Administrative Processing". Because that latter status is part of the visa printing process.
