That number has some chance and some risk. BUT if you don't submit your DS260 early enough then you would have zero chance. So you are going to have to submit your DS260 before you know whether you will get current or not. Seeing that is the case, you may as well submit now.

Xarth is correct of course, but to add to his point the other thing is that all the Uzvebistan selectees are concentrated in case numbers below 17k. So EU is at 16K out of 40k, Uzb is at 7.75 out of 16.5. So Uzb is actually further ahead in it's cases than EU as a whole.
