olddude, I agree to what you are saying for the process needs to be streamlined but this thread is focused on people who plan before getting permission to enter the country ... and than curse Embassy folks if they don't get Visa/OCI/PIO in time ... Process should be improved and it should help...

Yes, ginnu explained more clearly what to send what not to. I applied OCI and Indian Passport Cancellation together and sent my Indian Passport along with the fee and it was done no questions asked ... Just send lots of copies of the documents ... Notarized would be better. Website is not clear...

They don't need originals, just send a "Notarized Copy" of SC and you should be fine ...
