C. THE DIVERSITY IMMIGRANT (DV) CATEGORY RANK CUT-OFFS WHICH WILL APPLY IN APRIL

For April, immigrant numbers in the DV category are available to qualified DV-2025 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:

Seriously? Why bother with the separate cut-off?
Same for Iran, Nepal and Russia. Is DoS trolling ?!!
 
What causes DOS to issue separate cut-off numbers for some countries? For example, why Uzbekistan is restricted to 7,750 while Europe in general is at 16,000?

Some countries (like Uzbekistan) have a significantly higher number of people entering the lottery and thus high number of people selected per each 1000 of cases. In order to spread the workload and not to overwhelm their designated embassies, they have separate cutoffs.

Xarth is correct of course, but to add to his point the other thing is that all the Uzvebistan selectees are concentrated in case numbers below 17k. So EU is at 16K out of 40k, Uzb is at 7.75 out of 16.5.

So Uzb is actually further ahead in it's cases than EU as a whole.
