Got reply. Passport Center failed to locate.
They asked me to re-apply (for certificate), and then send receipt (to Passport Center) for possible refund (of fees).
Called them and they asked me to write a letter to the following address:

Charleston, SC 29405
Sent letter today.
Applied for Passport (& card) in first week of May. Received Passport (& card) in third week of May. It's been over 30 days since I got Passport in mail, and I am still waiting for "Naturalization certificate".
Anyone in the same boat?
Any contact (email/phone) to resolve the issue...

In one of the immigration forum, someone complained that it's not just $175. Actual fees is near to $200/passport (i.e. $175 + $20 + money order cost + notary cost + postage etc.).
I also signed.
Let's hope we get thousand ++ signature(s), and then this can be forwarded to consulate in NYC (& MEA in India).
I am not sure if that is going to make any difference though.
