    A lot of anger out there on this decision from Indian Govt. http://www.gopetition.com/online/36254.html In one of the immigration forum, someone complained that it's not just $175. Actual fees is near to $200/passport (i.e. $175 + $20 + money order cost + notary cost + postage etc.).

    Or they can make rule that one must carry "Indian Passport Surrender Certificate", along with OCI/PIO etc. Then, one has no choice.

    I never had a moving violation. In your case if you already marked yes (in application) for citation, you can get driving record from DMV and show that during interview (if asked). Please check DMV website on how to request driver's record.
